Oregon Center on Behavioral Health & Justice Integration updates

OCBHJI helps jurisdictions across the state implement and improve efforts in engaging and treating individuals who, primarily due to symptoms of behavioral health conditions, neurocognitive conditions, and/or intellectual/developmental disabilities (I/DD), are at risk of becoming incarcerated or are currently in the system, while collaborating with agencies to support public safety.

Sequential Intercept Mapping (SIM)

This workshop is designed to tap into local expertise by bringing together key stakeholders to develop a “map” that illustrates how people with mental health conditions and substance use disorders come in contact with and flow through the local criminal justice system. This map identifies opportunities and resources for diverting people to treatment without compromising community safety and indicates gaps in services. The SIM workshop is based on the Sequential Intercept Model developed through SAMHSA’s GAINS Center at Policy Research Associates (PRA).

Behavioral Health Directed Payment Updates

The Oregon Health Authority has made some small modifications to the payment amounts for the behavioral health directed payments program.

Category 1-Medicaid Dominant providers will need to complete a new attestation form and will receive the greater of 110% of DMAP or a reasonable inflation factor from 2024 rates.  No increase or change for non-Medicaid dominant providers.

Category 2- ICOD services will now be split by three service categories; SUD Residential, Mental Health Non-inpatient and SUD services.  Previous years this was split by education levels, this no longer exists. Specific codes and modifiers apply.

SUD residential will receive 115% of DMAP as of 1/1/2025

Mental Health non-inpatient will receive 120% of DMAP as of 1/1/2025

SUD services will receive 110% of DMAP as of 1/1/2025

Category 3-Culturally and linguistically specific services have only one change and that is to add traditional health worker service codes to the increases related to non-rural and rural services.  Custom modifier required to identify services.

Category 4- no changes

GOBHI will be following up with providers to collect attestation forms as well as contract amendments if necessary for updated rates.

Providers can find the updated information on the GOBHI website in our provider section or at the Oregon Health authority website at https://www.oregon.gov/OHA/HSD/OHP/Pages/BH-Rate-Increase.aspx
