In 2021, GOBHI developed a Comprehensive Behavioral Health Plan (CBHP) that detailed endeavors by the Eastern Oregon Coordinated Care Organization (EOCCO). As part of this plan, GOBHI chose three priority areas: Workforce Development, Behavioral Health Network Development, and Housing Stability.
We are excited to announce a funding opportunity in the form of a Request for Proposals (RFP). GOBHI has dedicated $200,000 to fund projects related to network development, and welcomes proposals from eligible providers that will address one or more of the following areas:
Strategies or initiatives that increase EOCCO Member access to services;
Initiation and/or expansion of Culturally and Linguistically Specific Services (CLSS) and/or providers;
Initiation and/or expansion of programs/providers of Substance Use Disorder (SUD) services for adolescents and/or the LGBTQIA2S+ population; and
Initiation and/or expansion of programs/providers of dyadic services for zero to five year olds.
Eligibility
GOBHI will consider proposals from providers serving EOCCO Members who believe their proposal will achieve one or more of the RFP goals. Eligible providers are EOCCO Community Mental Health Programs (CMHPs), Tribal Providers, and SUD Service Providers. Proposals must detail the impact to EOCCO Members, specifically, and priority will be given to proposals impacting the EOCCO region.
Response Timeline
GOBHI will consider proposals quarterly according to the schedule below. GOBHI must receive all proposals by the deadlines as indicated below. GOBHI will not consider incomplete and/or late proposals. Award announcements will occur within thirty (30) days of each proposal deadline.

● June 30, 2023: Second Quarter Proposal Deadline
● September 30, 2023: Third Quarter Proposal Deadline
● December 31, 2023: Fourth Quarter Proposal Deadline
Funding
Total: $200,000
The award amount per selected proposal will not exceed $30,000. Minimum awards will be not less than $5,000. All awards will be in full. Awardees will receive a formal Award Letter.
